New Regulations for Short-Term Rentals in Greece from October 1, 2025

Starting October 1st, 2025, Greece will enforce new nationwide rules for short-term rentals, aiming to increase transparency, safety, and quality in the sector.
đź”’ Key Principles of the New Law
Properties must be main-use residential spaces with natural light, ventilation, heating, and air conditioning. Basement and semi-basement units that don’t meet these criteria will no longer be allowed for short-term rental.
All listings must have civil liability insurance covering accidents and damages during a guest’s stay.
A licensed electrician must issue a valid electrical inspection certificate. The property must also be equipped with RCD safety switches, fire extinguishers, smoke detectors, emergency exit signage, and first aid kits.
Properties must provide a guest emergency guide, including numbers and instructions in multiple languages.
Regular inspections may be conducted by the Ministry of Tourism or AADE, with 10 days' notice. If access is denied or violations are found, fines from €5,000 to €20,000 can be imposed depending on repetition of the offense.
These measures aim to professionalize the short-term rental market and ensure compliance with health and safety standards.
What This Means for Property Owners
For property owners, these new rules do bring additional costs—especially for those with older or non-standard properties. Upgrades, insurance policies, and technical certifications require both time and money.
However, this regulation also creates opportunity. Many private Greek owners may not be ready—or willing—to comply, and will switch their properties to long-term rental instead. This reduces competition on platforms like Airbnb and Booking.com.
As a result, professionally managed and legally compliant properties will become more visible and more desirable. With less supply and steady demand, average nightly rates may increase, as well as occupancy and revenue per unit—especially for listings that meet all new requirements.
